“Powys is a place which supports people to build healthy and rewarding lives, with participation in all aspects of community and society. Day opportunities will meet individual needs and personal outcomes through a wide range of social, work and leisure opportunities, supporting people to utilise their own assets and those of the community, with a focus on encouraging health, wellbeing, independent living, and respite for carers.”  

Currently, two external providers deliver Day Opportunities services across the North and South of Powys. These services are operating under different service specifications, which has resulted in variations in delivery, consistency, and overall approach across the county. There is a recognised need to align these specifications to ensure equity, consistency, and clarity for both providers and service users.

In recent years, the Council has developed and begun implementing a new Day Opportunities model, designed to modernise provision and better reflect the needs, preferences, and aspirations of people with a learning disability. As part of this transformation, it is necessary to recommission externally delivered Day Opportunities services to ensure they are fully aligned with the new model and strategic direction.

This recommissioning process aims to create a sustainable and equitable system of provision across Powys. The ambition is to support individuals to live healthy, fulfilling, and rewarding lives, as valued members of their communities, with opportunities to participate in activities that matter to them. The model also recognises the vital role of unpaid carers, and seeks to ensure that services support their wellbeing and ability to maintain their caring role.

This service specification will enable people to experience day opportunities, with a focus on progression, resulting in people having greater control over their lives. The purpose of this specification is to contract with a provider who will provide a complete focus on delivering the right response at the right time, in the right place, at the first time of asking, and only to do the things that matter to that person. This will help adults with disabilities, to live their lives their way and contribute meaningfully to achieving fulfilment. 

There will be two external services being delivered in the North and South of County of Powys. There will be an opportunity for different providers to provide the two services.
